Vice Admiral Richard Matthews is an officer of the United States Navy assigned to the Pacific Fleet. He took over the Terminus Project after General Carnovsky retired.
Vice Admiral Matthews oversaw the construction of Terminus and served as Kenichiro Treglazov's U.S. government contact.
At the Arrival, Matthews came to Terminus to personally sign over control and ownership of Terminus to Treglazov. However, the Arrival was interrupted by the destruction Terminus, and the appearance of Hope.
Vice Admiral Matthews attempted to offer asylum to Hope on behalf of the American government, but she refused.
